By the time dirt moves on a data center, the energized-by date is already decided.

Not by the crew on site.
By the decisions made 18 months earlier.

Long-lead switchgear. Generator lead times stretching past 60 weeks. Utility interconnect applications filed before a single permit is pulled. Power secured or not secured. The activation date is locked in during pre-construction, not during construction.

Most hyperscalers and colocation buyers know this.
Most GC pitches ignore it.

The contractor who walks in selling "construction" is selling the visible sixty percent. The work the owner can photograph, tour, and show to a board.

The contractor who sells rigorous pre-construction is selling the forty percent that actually controls the outcome.

Pre-construction is not a service. It is the schedule.

The mistake owners make: they evaluate GCs on their site execution portfolio and their GMP number, while the real differentiator is how the GC manages supply-chain risk before a single crew is committed.

Miss the interconnect window by thirty days and no amount of field execution recovers the energized-by date.
Miss a switchgear order by six weeks and the project delivers into a dead quarter.

The site work is just the proof of what was decided in the war room.

So when a GC prices pre-con as a throwaway line item, a courtesy service bundled into the proposal to look thorough, what exactly does that tell you about how they will protect your activation date when the schedule starts slipping?
