Modular's momentum isn't pure market conviction. A lot of it is policy.

State legislative mandates. Public financing programs. Housing density pushes. Government-backed capital. That is what is moving the needle, and most developers in the modular conversation have no idea which programs their project actually qualifies for.

That is a capital access problem disguised as a construction conversation.

Here is what the split looks like in practice:

Developer A knows the programs.
They layer in state financing, tap a housing mandate incentive, and close on terms their competition cannot replicate. Their cost of capital looks like it came from a different market entirely.

Developer B ignores the programs.
They go conventional. They compete on equity, on rate, on GMP. They wonder why the numbers are harder.

Modular is not a construction method. It is a capital efficiency play, and right now the policy environment is part of the stack.

The invisible mistake: treating a modular pro forma like any other conventional build and leaving structured public financing untouched because nobody on the team knew to ask.

The programs are real. The qualification criteria are specific. Most GCs, architects, and lenders do not map them proactively. That job falls to whoever is sharpest in the room.

Is the real competitive edge in modular shifting from speed-to-occupancy to program-stacking, and if so, should the developer or the GC own that knowledge first?
